The SUBMARINER Network in Latvia

Knowledge-based bioeconomy is defined as one of RIS3 fields in Latvia since 2013. Consequently, Latvian Bioeconomy Strategy 2030 was accepted in December 2017 and has a vision that   bioeconomy sectors of Latvia are innovation leaders in the Baltic States in preserving natural capital, increasing its value and exploiting it efficiently and sustainably.  The growth of economy providing higher added value products, promoting exports and employment should be achieved, simultaneously balancing economic interests with good environmental quality and sustainable biodiversity. However, the Strategy is mostly “green” and blue growth/blue bioeconomy are tackled more at regional planning documents like Smart blue specialization strategy for Riga planning region and Kurzeme region Sustainable development strategy 2030. Regional plans address maritime industries, mariculture and fisheries, renewable energy production, biotechnology and health tourism for the development of coastal municipalities. Importance of more specialized education and research to reach the growth is stressed. Also Latvian MSP 2030 is based on principles of sustainable development and use of marine space reflecting the need for novel uses of the Baltic Sea resources.
